Il était fils de Marie-Elisabeth d'Aumont et de Louis-Jacques comte de Châteauneuf et du Plessis-Bertrand, seigneur d'Arminvilliers, etc. chevalier des ordres du roi et son premier écuyer, gouverneur des citadelles de Marseille, lequel admis à l'Académie des Inscriptions et Belles-Lettres, passait pour l'un des plus grands collectionneurs d'estampes de son temps. Successivement abbé de Ste Croix de Bordeaux (14 mai 1712), prévôt de l'église collégiale de Nôtre-Dame de Pignans au diocèse de St. Flour (12 mars 1717), docteur en théologie de la Faculté de Paris, archidiacre de Melun (1721), et vicire-général de ce diocèse, François-Charles assista en qualité de député de la province de Sens à l'assemblèe générale du clergé de france (1723). Il fut promu le 31 mars 1725 à lévêque du Puy, sacré le 24 mars 1726, harangua le Roi à Versailles le 4 mai 1732, comme député du clergé de la province de Languedoc, obtint le 4 mars 1738 l'abbaye de St Gilles et, décédé au Puy le 17 octobre 1742, fut inhumé dans le cloître de la cathédrale. ...
