Oriundo di Villafranca di Nizza Marittima, dove nacque nel 1799, Giovanni, di Pietro, esercitò la professione forense fino al 1848, poi fu nominato deputato nel Parlamento Subalpino nella IV legislatura, come rappresentante del primo collegio di Nizza, mandato che gli venne confermato nella successiva legislatura. Fu ministro guardiasigilli nel ministero Cavour (1855-59). Il 31 maggio 1855 fu creato senatore del Regno, e il 23 novembre 1862 ebbe la concessione del titolo di conte. Morì in Bologna il 14 febbraio 1872, dove era allora primo presidente di quella Corte d'Appello. Suo figlio Adolfo (n. a Nizza Marittima il 26 nov. 1825, dec. a Roma il 29 nov. 1886), optò per la nazionalità italiana, all'epoca della cessione di Nizza.
