Il 30 agosto 1122, anno in cui le principali famiglie di Tortona sottraendosi alla sovranità d'Oltralpe si eressero a Comune Signorile, il vescovo Pietro cedeva ai consoli tortonesi il castello e luogo di Serravalle (olim Monte degli Arimanni) a condizione che i beni del Vescovato fossero difesi dagli invasori; il castello venne ulteriormente fortificato ed i nuovi castellani ivi insediati che del luogo assunsero il nome, lo difesero validamente dagli attacchi delle truppe alemanne nonostante parte del presidio fosse accorso nel 1155 alla difesa di Tortona assediata dal Barbarossa. Dopo la seconda distruzione della città perpetrata nel 1163 dai pavesi e succubi dell'influenza della vicina repubblica in piena espansione, tentarono nel 1170 svincolarsi dalla soggezione tortonese ma, loro malgrado, furono costretti a riconoscerne la potestà e giurare obbedienza.
