Il Vescovo di Padova investito del Comitato, come tutti gli altri Vescovi dell'Alta Italia intorno al mille, ebbe dall'Impero conferme successive di tale dignità. L'esercizio delle funzioni comitali, ostacolato da vicende politiche, in Padova forse più che altrove numerose, si esplicò più che in altra forma con la sopravvivenza di diritto di investitura di feudi decimali che sopravvissero alla signoria Carrarese dopo aver convissuto con essa. La difficoltà stessa di esercitare la funzione comitale su tutto il territorio della primitiva investitura rese necessario in un primo tempo la suddivisione del Comitato stesso in vice Comitati, come avvenne quasi dappertutto, ma questa suddivisione nel territorio Padovano, più che in altri, portò al graduale smembramento del Comitato stesso ed al conseguente assorbimento da parte del Fisco Veneto dei maggiori feudi giurisdizionali.
