La famiglia Pannilini è originaria di Maremma, da dove emigrò in tempi remoti a Siena. Qui la troviamo iscritta all'arte dei panni di lino e presto salì in ricchezza e potenza, tanto che ai primi del `400 occupava già le supreme cariche della Repubblica, in persona di Pietro di Mino di Paolo, risieduto nel 1429. Tutti i suoi discendenti furono ininterrottamente investiti degli uffici pubblici e verso la metà del XV secolo comperarono dai Tolomei il castello della Fratta, che nel 1469 fu eretto in feudo da Ferdinando di Aragona re di Napoli, a favore di Simone e Mino Pannilini e discendenti. Simone fu anche capitano del popolo, e Mattia, pure capitano del popolo, avendo prestato mano alla cacciata dei Nove nel 1482 , fu fatto decapitare nel 1487, quando questa magistratura fu ripristinata. Giulio di Simone fu strettamente collegato ai Petrucci, con cui era anche imparentato, del popolo
