La familia Mancinelli Scotti tiene orígenes en la antigüedad desde Narni, donde cubrió las primeras oficinas de la Municipalidad, como las de los principales priors, Priori, Gonfalonieri y Anziani. Scipione era comensal del emperador Carlos V. Domenico en 1818 fue arzobispo de Cosenza. Perteneciente a una nobleza generosa, fue inscrito repetidamente en el orden de Malta. Cuando la familia de los condes de Scotti de Amelia se extinguió en el siglo XVIII, la familia tomó su apellido y escudo de armas. Carlo era cónsul general y estaba decorado con numerosas decoraciones italianas y extranjeras. Nació el 24 de enero de 1862 y murió el 13 de mayo de 1920.
