Antica e nobile famiglia che vuolsi originaria di Nocera Inferiore, un tempo Nocera dei Pagani, città del Salernitano, dove Federico II nel 1223 inviò ad abitare una colonia di Saraceni, allora considerati pagani, da cui il nome. Da Nocera un ramo dei Pagani, per ragioni oggi non note, passò a risiedere in Veneto, più precisamente a Padova. Ma, all'epoca dell'invasore Attila, i Pagan fuggirono da Padova e da Oderzo, rifugiandosi nelle lagune venete. Proprio in territorio veneto, il cognome, per ragioni di fonetica dialettale, fu mutano in Pagan. Il più illustre dei Pagan di Chioggia fu un certo Pietro che, nel 1511, comandante di una flottiglia di barche sul Po, durante la guerra con il duca Ferrara, incaricato di catturare ogni barca nemica che entrasse od uscisse dai Po con merci, senza "lettera di passo" ne catturò due recanatesi cariche di ferramenta, trascinandole a Venezia.
