I primi indizi della presenza nel tortonese e luoghi vicini, della famiglia Pagano, si hanno da alcuni documenti della fine del secolo XI: un Pagano di Voghera, non meglio identificato, sottoscrive il 14 febbraio 1090 con altri uomini di Bagnolo l'obbligo di corrispondere un censo annuo alla chiesa dei SS. Lorenzo Sisto e Innocenzo di Tortona per l'uso del bosco di Malavoda; Maria, del fu Pietro, vende con atto del 24 aprile 1106 alla chiesa di S. Eusebio di Vercelli, dei beni situati nel territorio della città; Enrico è teste in atto del 13 maggio 1118, ove i fratelli Bovo ed Anselmo, cedono in detto luogo beni a Bellencio di Robbio. Nel 1122 quaranta tra le più ricche e potenti famiglie patrizie, Pagano compresi, costiuiscono il comune Signorile di Tortona ed un decennio dopo, del 1132, un Pagano era console della città, Allegro, credendario e consigliere, in atto del 3
