Die Familie stammte aus Domodossola (Mozio). Giovanni Antonio, Ehemann von Cecilia Borgognoni, war der erste, der um 1769 nach Bologna zog, wo er mit seinem ehrlichen Handel einen beträchtlichen Reichtum anhäufte. Diese beiden Ehepartner hatten mehrere Kinder: Giuseppe, der in S. Maria Maggiore Kanoniker wurde; Carlo, der Angela Nobili heiratete und keine Nachkommen hinterließ; Maria, die den Arzt geheiratet hat Giacomo Alessandrini Vizzani und Luigi, geboren am 8. Dezember 1762. Nachdem er das Priesterseminar des Erzbischofs verlassen hatte, studierte er Rechtswissenschaften an der Päpstlichen Universität von Bologna, wo er am 2. Dezember 1784 mit großem Lob beide Rechtswissenschaften abschloss. Er schrieb sich am Civil College ein am 11. Oktober 1785 und am 29. März 1788 beim Canon erhielt er 1794 den Lehrstuhl für Zivilrecht, dann einen weiteren für kanonisches Recht, den er bis 1800 innehatte. 1801 wurde er zu den in Lyon einberufenen Kundgebungen gewählt, bei denen er stark sprach
