Le terre soggette a Sassari nel declinare del secolo XIII erano le regioni di Romania e di Fluminargia ed una parte della Nurra: le quali erano del Comune affidate alle cure dei rispettivi curatori. Con privilegio del 27 febbraio 1426 il re Alfonso V d'Aragona concedeva alla città di Sassari che le incontrade o territori di Fluminargia e della Nurra, costituenti i confini del distretto di essa città, fossero incorporati per sempre alla Real Corona e che, in verun tempo e per qualsivoglia causa, non si potessero nè allineare, nè dividere. Nella deliberazione della delegazione sui feudi, in data I° dicembre 1836, si affermava che la città di Sassari si diceva feudataria o baronessa della Nurra e Fluminargia, sebbene mancasse il diploma di primordiale concessione, ma che era indubitato che la stessa città esercitasse sul territorio le ragioni competenti ad un vero feudatario fra cui l'amministrazione della giustizia.
