Uno dei sette comuni che anticamente formarono il comune di Alessandria fu Rovereto: feudo dei Marchesi di Gavi era retto agli inizi del XII sec. da un consortile di famiglie signorili tra cui quella degli S. che con le casate più illustri e potenti del tortonese aderì pure alla costituzione nel 1122 del "Comune Signorile di Tortona" dopo una prima forma di governo autonomo intesa a liberare definitivamente la città dall'autorità imperiale. Ai fautori di tale coraggiosa innovazione venne conferito l'onorifico attributo di "De Civitate Terdona" trasmissibile alla loro discendenza. Dai cartari dell'epoca apprendiamo che ad Anselmo Bussinello ed Oberto S. i consoli di Tortona il 26 gennaio 1132 investono un manso alla Frascheta e già nel 1137 detto Oberto era investito della dignità consolare: il 19 maggio si recò coi colleghi al palazzo vescovile, presenti il vescovo, religiosi e laici, per fare una donazione al monastero di S. Siro
