Fin dal 22 agosto 1399 a rogito di Ser Cecco da Recanati, la Mensa Vescovile prese possesso delle terre del Vaccarile, e fino all'abolizione dei feudi vi esercitò da "Domina" il mero e misto imperio. E la Consulta Araldica, come risulta dall'elenco Nobilare Ufficiale dichiarò spettare al vescovo, pro tempore, il titolo di signore del Vaccarile. Ma il vescovo ha diritto di farsi riconoscere - per antico uso - il titolo di conte palatino, avendone egli fatto uso ininterrottamente dal 1200, senza alcuna contestazione. Infatti scacciato nel 1200 l'ultimo conte palatino imperiale, Gottibaldo Leopardi, il vescovo gli subentrò in tutti i diritti, e dal vescovo Federico I - morto nel 1288. fino ad oggi, i vescovi hanno usato sempre indisturbati in tutti i loro decreti il titolo di "vescovo di Senigallia e conte".
