Le roi de France en était le chef suprême et le grand maître et les chevaliers appartenant à la noblesse, au nombre de trente-six, devaient lui prêter serment. Initialement le siège de l'ordre fut l'abbaye du Mont-Saint-Michel puis, sous Henri II, il fut transféré à la Sainte Chapelle du château de Vincennes et enfin, sous Louis XIV, aux Cordeliers de Paris. Cela permet au roi de créer un réseau de loyautés qui n'est plus directement lié aux loyautés féodales. Les chevaliers portaient un collier en or composé de petits coquillages reliés par une double cordelette et auquel était accrochée une médaille à l'effigie de l'archange Saint Michel piétinant le dragon. L'Archange était considéré comme le protecteur de la France pour avoir accordé sa protection au royaume contre les Anglais pendant la guerre de Cent Ans.
